The manufacturing sector was mainly confined to food processing, textiles, cigarettes, and clothing before independence. Since 1967, however, the main emphasis has shifted toward heavy industry. The state steel corporation, for example, completed its large El-Hadjar steelworks complex at Annaba in the early 1970s and has constructed a zinc electrolysis plant near the El-Abed
